Cardinal Mark Ouellet, prefect of the Dicastery for Bishops and president of the Pontifical Commission for Latin America, steps down three years after the mandatory retirement age of 75. EWTN Vatican Bureau Chief, Andreas Thonhauser, caught up with the Canadian church leader to reflect on his time in these important roles.
